click the start button and type 'services' in the search field.

Open services

Right click on Desktop Windows Manager

Select start.

Got the same problem, did what Zubaz said.. but mine was already running so I hit "stop" to try to restart it but it dissapeared. I've rebooted but all I see is Desktop Window Manager Session Manager, it's running and I've tried restarting it, but it still won't allow me to use an animated wallpaper and comes up with the same error message.

Thanks for the help, I just sent an e-mail. Though I might add, after purchasing the program it gave me a cerial code... but I have not been prompted to enter it at all yet, despite reinstalling the program.

EDIT!: The problem has been resolved. I had a transparency issue with my windows blinds program that someone helped me solve, and the solution also fixed this error. My Windows Experience Index Score just needed to be refreshed. Previously it was displaying a 1.0, but once it was refreshed it showed 5.9 and allowed me to do whatever I wanted.
